Doris Tolliver is a strategic thinker specializing in racial and ethnic equity, organizational effectiveness, change management, and business strategy development. She has spent her career working to advance the interests of vulnerable populations, serving in programmatic and leadership roles across the private and public sectors.
Doris is the founder of DBT Solutions, a consulting practice committed to advancing equity-centered organizational change and improving life outcomes for children, families, and communities. Through DBT Solutions, she partners with mission-driven organizations to build strategies rooted in equity, effectiveness, and sustainability.
Prior to joining HMA, Doris served as the inaugural managing director of Equitable Impact for the Foster America team, where she led efforts to transform life outcomes for vulnerable children. Dedicated to serving those in need, she also worked as a child welfare consultant for the Child Welfare Strategy Group (CWSG) at the Annie E. Casey Foundation.
She spent over a decade in public service at the Indiana Department of Child Services, serving in various leadership roles including chief of staff and human resources director. As chief of staff, she led operational and policy transformation efforts that integrated data, technology, and strategic planning to improve organizational and program outcomes.
Doris’s child welfare experience is complemented by her extensive work in community service and with educational and training organizations. Across her career, she has prioritized diversity, equity, and inclusion while providing executive-level oversight and guiding organizational strategy and culture.
She is an expert in federal and state regulatory compliance with a strong track record in organizational restructuring and change management. Her multidisciplinary background in child welfare, human resources, and law enables her to collaborate effectively with cross-sector stakeholders to drive systemic improvements for children and families.
Doris earned a Bachelor of Arts from the University of California, Davis, and a Master of Arts in human resources management from Webster University. She is also a licensed attorney with a Juris Doctor from Indiana University, Robert H. McKinney School of Law.
